RSA for Drupal on Azure website (not VM)

I'm looking to use the Chilkat RSA ActiveX component on a Microsoft Azure Website, rather than a virtual machine (VM).

Reading the documentation I see that register.bat needs to be run to register the .DLL on the server. We don't have that ability, as we cannot RDP into a 'Website' from Azure, only VMs.

I was wondering if anyone has any experience using Chilkat component on Windows Azure websites, specifically running Drupal ideally, but any experience shared would be appreciated.
