TLS 1.2 Windows OS Support

AS I understand it Windows 2003 (IE8) does not support TLS 1.2.

Does the Chilkat Socket and HTTP packages support TLS 1.2 on all windows platforms? Does it depend on IE for this functionality?

As a follow up can you tell me at what version TLS 1.2 became available? We currently use version 9.4.0.0 in some of our products.
